HiRUC (Hawai‘i Road Usage Charge) Logo + Visual Design

A pilot project to engage community stakeholders and community residents in providing feedback and participation with innovative new ways to pay for our roads. A “road user charge” concept charges for the miles driven, rather than paying a gas tax, which is experiencing declining revenue as more residents drive hybrid, gas efficient and electric vehicles.

The project required critical strategy to communicate its intent, purpose, and the results of technical and data analysis to speak to people’s concerns. Stephanie Chang Design Ink was included to execute a brand identity, website, and was closely involved in the messaging and planning.

The website, hiruc.org  continues to serve as an important hub of information serving several key audiences. Since the website’s launch in 2019, it’s undergone 7 different phases, adjusting to best serve the project as it progressed through milestones.

The HiRUC bill recently passed the 2023 Hawai‘i State Legislature, a testament to a powerful and methodical planning team, and now the HiRUC project begins a new phase of implementation.
